The plaintiff, Noah Gabriel, appealed from a Superior Court order granting a temporary restraining order and preliminary injunction in favor of the defendants, Jeffrey M. Willis in his official capacity as Executive Director of the Coastal Resources Management Council and the Coastal Resources Management Council, which ordered the plaintiff to \cease and desist all activities on [the p]laintiff's property.\ The sole issue before this Court was whether the hearing justice abused her discretion in granting such an order. Upon reviewing the record, this Court concluded that the hearing justice acted well within her discretionary authority in granting the temporary restraining order and preliminary injunction to prevent the plaintiff from making any further alterations to his property. Accordingly, this Court affirmed the order of the Superior Court.
