<p>Municipal Corporations — Taxation — Limitations—Charter— Statutes — Conflict. Rem. & Bal. Code, § 9281, providing that the city council shall fix the tax rate “needed to raise sufficient revenue to carry on the “municipal government for one year,” does not conflict with the Everett city charter § 222, limiting the levy to eight mills on the dollar, under the rule that the two must be construed together and harmonized if possible; since the statute merely requires the fixing of the rate within the limit, and a levy in excess of eight mills is accordingly void (Fullerton, J., dissenting).</p>
