<p>Under the tariff act of 1883, a kind of sulphate of potash, the only common use of which, either by itself or in combination with other materials, is as manure or iu the manufacture of manure; is within the clause of the free li§fc which exempts from duty “all substances expressly used for manure;” and is not within, the clause of “ Schedule A. — Chemical Products,” which imposes a duty on “potash, sulphate of, twenty per centum ad valorem.”</p>
