Syllabus
<p>1. Statutes. Code 1893. Laws 1884, p. 318.</p> <p>The act of 1884, p. 318, a special law authorizing the working of public roads in Madison county under contract, was not repealed by the code of 1893.</p> <p>3. Same. Repeals by implication.</p> <p>The repeal of statutes by implication is not favored, and when the earlier statute is particular, and the later general, and contains no negative words, the prior statute is not repealed, unless the repugnance is so g-reat as to show clearly a legislative purpose to that effect.</p>
