Syllabus

The State Corporation Commission approved two applications filed by Virginia Electric and Power Company (\VEPCO\) for certificates of public convenience and necessity (\CPCNs\) for projects proposing the construction of high-voltage overhead electrical transmission lines in Loudoun County. Loudoun County and Lansdowne Conservancy challenge the approvals on multiple grounds. Although appellants present several assignments of error, their arguments primarily focus on the refusal of the Commission to require VEPCO to construct a portion of the transmission lines underground. Upon this review, the Court concludes that the Commission did not err when it approved the CPCNs for the projects at issue. Accordingly, the judgments of the Commission are affirmed.
