<p>Certiorari — Prohibition—Acts of Judges.</p> <p>Where, upon an application for writs of certiorari and prohibition, and the return thereto, it does not appear that the respondent judge-has usurped power, or Has refused to discharge any duty imposed upon him by law, or that there has been any irregularity, operating a denial of justice, in the proceedings complained' of, the supervisory jurisdiction of this court will not be so exercised as to give to the relator' the benefit of an appeal in a case in which the lawmakers have not thought proper to authorize-such appeal.</p> <p>[Ed.
