<p>Syllabus.</p> <p>Tile city of New Orleans has the power to assign the limits beyond which houses-of prostitution shall not be permitted; an ordinance of that character merely asserts the municipal functions to secure public order, decency and morals, and violates none of the guarantees of the rights of person and property contained in the federal and State Constitutions.
