<p>Municipal Cobpobations — Stbeet Assessments — Stipulation of ' Ownees — Estoppel. A property owner, petitioning for the improvement of streets on certain conditions being performed, is not bound by his stipulation agreeing to a certain assessment upon his lots, or estopped from questioning the validity of the assessment, where it appears that the city did not perform the stipulated conditions but levied the assessments in entire disregard of the stipulation.</p>
