Injunction.</p> <p>A county, not proceeding- in the lawful exercise of the right of eminent domain, -may be enjoined from obstructing- a stream by complainants who will suffer irreparable special damage should the obstruction be permitted.</p> <p>2. Public Works. Board of supervisors. Expenditure. Statutory requirements.</p> <p>A county, in making expenditures on, and awarding contracts for, public works, must observe statutory requirements.</p>
