Overview: Requester filed a complaint that did not identify any specific public records request for which access had been denied in violation of R.C. 149.43(B). Requester instead attached 72 pages of correspondence and other documents containing 53 records requests, 38 criminal discovery requests, and various accusations, photographs, maps, and other material irrelevant to public records requests. Requester did not comply with the special master's order to file an amended complaint setting forth his claim in an orderly manner pursuant to the rules of civil procedure. The special master recommended the court dismiss the complaint for failure to state a claim, failure to comply with a court order, and pursuant to the court's authority to dismiss under R.C. 2743.75(D)(2).
