<p>Certiorari—When Barred by Lapse oe Time.—A writ of certiorari will not be issued after the lapse of the period within which an appeal might have been taken from the judgment or order sought tobe reviewed, unless circumstances are shown which justify the delay in applying for the writ.</p>
