Syllabus

Special master recommended judgment for respondent because the public-records request was overly broad and therefore unenforceable. The request asked for a search for any records referencing requester's email address across respondent's hundreds of employees. Requester's clarification of her request was provided in briefing in the public-records case and did not alter the original public records request. The special master also recommended granting the respondent's motion to strike privileged mediation communications filed as evidence in the case.
