Relators sought declaratory, mandamus, and injunctive relief relating to alleged violations of R.C. 121.22 and other non-public-records matters. The special master found the court of claims lacked jurisdiction over relators' stated causes of action. The special master further found relators failed to meet their initial burden of production to plead and prove facts showing they sought an identifiable public record pursuant to R.C. 149.43(B)(1) and had been denied access by the public office. The special master found relators had failed to state a claim for which relief may be granted under both R.C. 149.43(C) and R.C. 2743.75.
