CHILDREN – CUSTODY: The juvenile court did not err in adopting the magistrate's decision and granting permanent custody of the minor children to the Hamilton County Department of Job and Family Services where clear and convincing evidence, including evidence of mother's substance abuse and father's inability to shield the children from it and the parents' inability or unwillingness to respond to their son's medical needs, supported the decision.
