Appellant challenges the dismissal of his district court action seeking review of a final decision of the Minnesota Commissioner of Human Services. The district court dismissed the action on the grounds that Fleming failed to serve the required parties under Minn. Stat. § 256.045, subd. 7 (2022), and that this deprived the district court of subject- matter jurisdiction. Appellant argues that the district court's determination was in error. We affirm.
