<p>Commerce — statutes—common carriers.</p> <p>By the provisions of the Act of Congress of September 7,’1916, known as the Shipping Act, one engaged in transporting persons and property on the high seas on regular routes from port to port in the Territory of Hawaii is a common carrier by water in interstate commerce.</p> <p>Same — same—same—jurisdiction.</p> <p>The shipping board established by the Act of Congress of Sep-tember 7, 1916, has sole and exclusive jurisdiction to regulate the rates and charges of a common carrier by water in interstate commerce.</p> <p>Same — same—same—same—pub lie utilities.</p> <p>The public utilities commission has no jurisdiction to regulate the rates and charges of a common carrier by water in interstate commerce for the transportation ot persons and property from port to port in the Territory of Hawaii.</p>
