Courts (§ 405*) — Circuit Courts of Appeals — Jurisdiction—Cases Involving Constitutional Questions.</p> <p>Where an action in a Circuit or District Court involves, not only the constitutionality of an act of Congress, but also the construction and effect of state statutes, the defeated iiarty may, at bis election, take it for review to the Circuit Court of Axipeals.</p> <p>[Ed. Habeas Corpus (§ 3*) — Grounds of Remedy — Existence of Other Remedy.</p> <p>Habeas corpus will not lie for the discharge of a person under arrest for an offense under a federal statute which gives him the right to a trial in which he can raise every question sought to be raised in the habeas corpus proceedings and to a review of the judgment therein by the appellate court.</p> <p>[Ed.
