<p>Prohibition—Restraining Tax Collector.—The legislature cannot enlarge or extend the offiee of the writ of prohibition so as to include ministerial functions ; and a tax collector, being a ministerial officer, cannot be restrained by prohibition from performing the duties of his office.</p>
