Syllabus
On the facts of this case, given the restrictions imposed on the right upper extremity by the physician upon whom the commission relied, the court adopts the magistrate's decision examining the specific restrictions imposed by the physician and determining the physician's opinion failed to meet the criteria for light-duty work. The court adopts the magistrate's decision and grants the requested writ of mandamus.
