<p>Municipalities — Contracts—Bidders—Appropriations.</p> <p>Where one of the bidders for the contract for the cleaning of the streets of one of the six districts of the city of Philadelphia has his bid accepted subject to a sufficient appropriation to cover the work, and it appears that at the time the bid was accepted, an appropriation had been made for the work of cleaning the streets of the whole city, but that this appropriation fell short of the aggregate of the contracts awarded for the six districts, the bidder is under no duty to execute a contract with the city or to do any work in cleaning the streets of the district for which he bid.</p>
