Syllabus

<p>Boroughs — Incorporation—Opening decree of incorporation.</p> <p>Where a court of quarter sessions has entered a decree incorporating a borough, it has power within the same term to vacate such decree.</p> <p>Boroughs — Incorporation—Examination of witnesses at locality by the judge.</p> <p>Proceedings to incorporate a borough are not invalid because the judge with the acquiescence of the parties and for their convenience went to the locality to be incorporated, and there heard the witnesses, no order or decree of the court being made at the place.</p>
