Syllabus

<p>Constitutional Construction—Submission or Proposed Amendments.—Under section 1 of article 18 of the constitution, the time at which a proposed amendment to the constitution is to he submitted to the people for ratification must be fixed by an act of the legislature, approved by the governor in the same manner as other acts.</p>
