<p>Piece goods, commercially known and designated as “chinas” and “ mar- . celines,” which are-chiefly used for lining hats and bonnets are dutiable-• at the rate of twenty per centum ad valorem under Schedule X of the .tariff act of March 3, 1883, as materials “ used for making . . . hats,, bonnets, or hoods.”</p>
