GUZMAN-GOMEZ, 24 I&N Dec. 824 (BIA 2009) ID 3642 (PDF) (1) The terms \child\ and \parent\ defined at section 101(c) of the Immigration and Nationality Act, 8 U.S.C. § 1101(c) (2006), do not encompass stepchildren and stepparents. (2) A person born outside the United States cannot derive United States citizenship under section 320(a) of the Act, 8 U.S.C. § 1431(a) (2006), by virtue of his or her relationship to a nonadoptive stepparent.
