<p>Eminent Domain — Damages—-Value oe Property. Under Const, art. 1, § 16, providing that no private property shall he taken for public use without just compensation having been first made, the measure of damages for th'e taking of property is its value at the time of the trial, including improvements made since the filing of the petition, rather than its value at the time of the commencement of the proceedings.</p>
