Syllabus

<p>A license to pursue any business or occupation, from the governing authority of any municipality or State, can only be invoked for the protection of one in the pursuit of such business or occupation so long as the same continues unaffected by existing or néw conditions, which it is within the constitutional power of the legislature to enact.</p> <p>The provisions in thé státutes of Connecticut that a person selling or offering for sale, or owning or keeping with intent to sell or exchange, • spirituous liquors, without having a license therefor, and that the granting of. such license to a druggist shall be discretionary with the county commissioners, are not in conflict with any of the provisions contained in the Fourteenth Amendment to the Constitution of the United States.</p>
