REPORTED OPINION (reissued for publication of [70] SEALED MEMORANDUM AND ORDER: Plaintiffs&039; [46] [48] Cross-Motions for Judgment on the Administrative Record are GRANTED IN PART and DENIED IN PART. Defendants&039; [43] [45] Cross-Motions for Judgment on the Administrative Record are GRANTED IN PART and DENIED IN PART. Plaintiffs&039; [44] [47] Motions to Complete the Administrative Record and GovCIO&039;s [49] Motion for Leave to Amend its Motion to Complete the Administrative Record are DENIED AS MOOT. GovCIO&039;s [67] Motion for Leave to File a Response to Defendant&039;s Completion of the Administrative Record is DENIED. Pursuant to Rule 52.2, this case is REMANDED, WITHOUT VACATUR, to the IRS for a period of 30 days, or until September 8, 2025. The parties shall FILE a Joint Status Report within 10 days of the notice of the remand analysis or by September 18, 2025, whichever is earlier, advising the Court of what, if any, further proceedings are necessary. This case shall be STAYED during the remand until the parties file the above-referenced Joint Status Report
