<p>Streets — Boroughs—Plan adopted by borough — Negligence.</p> <p>When the improvement of a - street, in accordance with plans adopted by the municipal authorities, directly and naturally results in diverting water so that it flows upon private property, the owner of the property is not entitled to recover damages in an action of trespass, but, if entitled to recover, must pursue the statutory remedy before viewers.</p>
