<p>Municipal contract — Employment of foreign laborers — Regulation of rate of wages — Act of May 28, 1889.</p> <p>A provision in the specifications of a municipal contract for waterworks, requiring the contractor to employ no one not a citizen of the United States, and to pay no man a less sum for his labor than one dollar and a half per day, is inconsistent with the act of May 23, 1889, art. XV, sec. 6, P. L. 283, which requires that such work shall be let to the lowest responsible bidder.</p>
