Syllabus

<p>i. Where a law is clear and free from ambiguity, its letter must not be disregarded under the pretext of pursuing its spirit.</p> <p>■2. Confederate veterans with a good record are entirely exempt from the provisions of the 'Civil Service Law, No. 89 of 1900.</p> <p>3.' They are not subjected to examination before appointment to office and are not entitled to trial before the Civil Service Board before dismissal. ■ ■</p>
