<p>Syllabus.</p> <p>A parish is an involuntary corporation vested with a portion oí the political powers of the State, and exercises only a legislative authority.- It is not liable in damages for torts or trespass committed upon the property of individual citizens to whom it sustains no private relations. In this respect, the parochial differs essentially from the'municipal corporation.</p>
