Pursuant to A.R.S. § 8-291.08(D), when evaluating whether a juvenile is competent, is the juvenile court required to determine whether there is a substantial probability a juvenile can be restored to competency within the statutory time limit, or merely to evaluate whether no such probability exists based on the evidence before it?
