Syllabus
<p>Townships of the first class — Act of April 28, 1899, P. L. 104 — Street railways.</p> <p>Under the Act of April 28, 1899, P. L. 104, a township of the first class is not turned into a borough, or anything resembling one.</p> <p>In townships of the first class street railways cannot be constructed upon the highways without the consent of the abutting property owners.</p>
