Syllabus

Common pleas court did not abuse its discretion by affirming order of Liquor Control Commission revoking liquor permits. Order was supported by reliable, probative, and substantial evidence because appellant stipulated to facts contained in investigative report setting out basis for revocation of permits. Because revocation of permits was an authorized penalty under the law, the common pleas court and the court of appeals lacked authority to modify that penalty.
