The trial court's judgment was affirmed. The trial court properly dismissed the homeowners' freestanding-takings and inverse-condemnation claims because the way to assert such a claim is to file a claim in mandamus to require the government to commence appropriation proceedings for the purpose of determining the amount of compensation that is owed. And the trial court properly dismissed the homeowners' excessive-fines claim because Ohio's tax-foreclosure scheme does not impose a \fine\ within the meaning of the Excessive Fines Clause of the Ohio Constitution.
