Syllabus

<p>Fees and salaries—municipal officers—increase of compensation during term of office — constitutionality. Section 11, article 9, of the constitution of 1870, prohibits the increase of the compensation of a clerk of the probate court of Cook county during his term of office, even by an act of the legislature; and the fact that the office was created by statute, and not by the constitution, can make no difference.</p>
