Mandamus—Voters—Registration—Appeal..—Where, under Code, $ 83, a voter appeals from refusal of registrar to register him, the answer of registrar that voter did not offer to qualify as to his right to vote, and that , he is not entitled to vote, hdd, no defence to application for mandamus to compel registrar to transmit to the court the ground relied on by appellant, and the reasons of the refusal.</p> <p>• 2. Registrar—Resignation—Acceptance.—Until resignation of a registrar has been accepted, his resignation is inoperative and he remains in office.</p>
