Syllabus

<p>[To be reported.]</p> <p>1. A city ordinance, enacted by legislative authority, forbidding all persons to solicit orders for goods, books, etc., from house to house within the city, without first obtaining a license so to do from the mayor, paying therefor certain fees, and imposing a penalty for its violation, is a valid exercise of the police power of the state.</p> <p>2. Such an ordinance, when equal and uniform in its operation, without discrimination against goods produced in other states, or between citizens of the different states, as applied to the solicitation of orders for goods to be shipped from another state, does not violate the inter-state commerce clause of the national constitution.</p>
