The act of March 5, 1913 (103 O. L., 112), supplementary to the act of May 17, 1911 (102 O. L., Ill), conforms to the requirement of Section 11, Article XII of the Constitution of Ohio.</p> <p>2. This act and the act of May 17, 1911 (102 O. L., Ill), is the . legislation under which the indebtedness evidenced by the proposed issue of bonds is incurred within the meaning of Section 11, Article XII of the Constitution of Ohio.</p>
