<p>Taxation—City ordinance.—An ordinance of a city imposing a tax on all property, real and personal, within its limits, passed under a charter authorizing the city to tax “capital,” does not authorize the levy or collection of a tax on the capital of a bank paid in on its stock, without reference to its losses or gains in business.</p>
