Amend. 14, does not take from the states the power to classify the subjects of legislation, but leaves to tbe Legislatures a wide field of discretion in that regard, avoiding such classification only when unreasonable and arbitrary; and a legislative classification is presumed to be reasonable, and will be so held, unless it is apparent that there was and could be no reasonable basis therefor.</p> <p>[Ed.
