QUESTIONS: Does the term \voluntary carbon offset\ in Assembly Bill 1305 include renewable energy credits (RECs) used outside of the State's regulatory programs? CONCLUSIONS: No, the term \voluntary carbon offset\ does not include RECs used outside of the State's regulatory programs because RECs do not claim to reduce greenhouse gases in the atmosphere or prevent greenhouse gas emissions that would otherwise have occurred.
