<p>Imported articles, commercially known as ribbons, composed wholly or-partly of silk and chiefly used for trimming hats, bonnets, or hoods, are-dutiable at twenty per centvjm ad valorem, under Schedule N of the tariff act of Marjbh 3, 1883, 22 Stat. 488, c. 121.</p> <p>The case of Hartranft v.
