<p>Municipalities. Public waterworks. Tenant. Regulation. Cutting off wiUer.</p> <p>It is unreasonable for a municipality owning and operating a waterworks plant to withhold water from a tenant who tenders payment therefor because a previous occupant of the leased premises had not paid for water furnished him therein, and any rule or municipal regulation purporting to justify such withholding of water is void.</p>
