<p>1. State liabilities. — It is for the legislature to make only such provision as it may deem proper for the payment of the state debts.</p> <p>2. Salaries op civil oppicers during rebellion. — The present rightful state government is not responsible for any claims for salaries as civil officers in the service of the insurrectionary state government which usurped control of the people of Mississippi during the rebellion.</p>
