<p>Public officers — Treasurer of the city of Philadelphia — County officers —Stenographers—Act of March 5,1906, P. L. 83 — Civil service act.</p> <p>The appointment of a stenographer by the treasurer of the city of Philadelphia is not governed by the civil service Act of March 5, 1906, P. L. 83, inasmuch as the treasurer, by whatever name he may be called, is a county officer whose employees are county employees who are not subject to the provisions of the civil service act, which by its terms applies only to employees of cities of the first class.</p>
