<p>1. Levees. Constitutional provisions. Validity. .Term of officers. Issuance of 'bonds. Assessments of benefits. Statutes.</p> <p>Chapter 275, Laws 1914, providing for the organization of sea wall districts is not unconstitutional, because the act does not fix the term of office of the commissioners, since section 3456, Code 1906, automatically fixes “the terms of office of all officers not otherwise provided for by law,” at four years.</p> <p>2. Levees. Issuance of bonds. Assessment of benefits.</p> <p>Under chapter 275, Laws 1914, providing for the organization of sea wall districts, there must be an assessment before the board of supervisors is empowered to authorize the issuance of bonds.</p>
