Syllabus

<p>1. The Court of Quarter Sessions has no jurisdiction to pronounce upon the qualifications of members of city councils. Section 4, article VIII., act of May 24, 1887, P. L. 224, vests that power, not in the court, but in that branch of the municipal council to which the member may be elected.</p> <p>2. Whether, when a member of councils elect has been a citizen and inhabitant of the state for four years, of the senatorial district for one year, but of the ward from which he is elected for less than one year preceding his election, he is qualified, not decided.</p>
