Syllabus
<p>When a board of school directors, by reason of being unable to agree upon the amount of salary to be paid, have failed to appoint a necessary teacher, it is such a neglect of duty as will authorize the Court of Quarter Sessions to declare their seats vacant and to appoint others in their stead.</p>
