REPORTED OPINION granting Motion to Dismiss - Rule 12(b)(1) finding as moot [16] Motion for Summary Judgment granting [2] Motion for Leave to Proceed in forma pauperis. The court certifies, pursuant to 28 U.S.C. § 1915(a)(3), that any appeal from this order would not be taken in good faith because, as alleged, Mr. Amir's claims are clearly beyond the subject matter jurisdiction of this court. Mr. Amir is immediately ENJOINED from filing any new complaints with this court without an order from the chief judge of the court granting leave to file a complaint.
